The Government of India by the Constitutional (86th Amendment) Act, 2002 had added a new Article 21 A, which provides that the state shall provide free and compulsory education to all children of the age 6 to 14 years.
On the basis of the constitutional mandate provided in Article 41, 45, 46, 21A and various judgments of the Supreme Court, the Government of India has taken several steps to eradicate illiteracy, improve the quality of education and make children back to school who left the school for one or the other reasons. Private schools shall admit at least 25% of the children in their school without any fee.
